The Townsville City Port Strategic Plan was commissioned by a joint group of the Queensland State Government, the Port of Townsville and Townsville City Government. The concept was for the development of redundant port lands that were superfluous to the functioning of the port.
These lands were in the adjacent port precincts of Ross Creek, Ross River and South Townsville. Briefings for this strategic plan were by a joint committee of the three stakeholders. The strategic plan was drafted over a period of consultation of 12 months and presented to the State
Government on completion. All studies involved town planning and land use concepts to transition between a Townsville City Plan and Port Development Plans.
