Team Leader | FIJI

As a Team Leader at PlanPac, you will oversee the delivery of major infrastructure programs across Fiji and the Pacific. Working closely with Managing Contractors, government agencies, and key development partners (DFAT, MFAT, ADB, World Bank), you will lead multidisciplinary teams to deliver high-impact, sustainable infrastructure aligned with strategic regional priorities.

The key responsibilities will include but not limited to:

  • Provide strategic leadership and direction for infrastructure programs across Fiji and the Pacific
  • Lead and mentor Program and Project Managers to ensure quality and timely project execution
  • Engage with government ministries, donors, and managing contractors to ensure alignment with national and partner objectives
  • Oversee project planning, financial management, contract administration, and resource allocation
  • Drive performance through Annual Work Plans, monitoring frameworks, and MEL processes
  • Proactively identify and manage program risks and emergent issues
  • Manage the procurement of technical and construction services, ensuring compliance with donor guidelines and local regulations
  • Oversee delivery against compliance frameworks, including OHS, Child Protection, and PSEAH standards
  • Foster local capacity building and promote sustainable, climate-resilient infrastructure development
  • Serve as the primary liaison for funders and stakeholders, maintaining strong relationships and effective communication

Qualifications & Skills:

  • Deep understanding of international development practices and stakeholder landscapes in the Pacific
  • Proven leadership experience in large-scale, donor-funded development or infrastructure programs
  • Demonstrated expertise in project management, procurement, and contract compliance
  • Strong experience engaging with DFAT, MFAT, ADB, World Bank, or similar development partners
  • Excellent relationship management and communication skills across public and private sectors
  • High-level strategic planning and risk management capabilities
  • Tertiary qualifications in Engineering, Project Management, Construction, or a related discipline
  • Familiarity with MEL frameworks, donor compliance, and regional infrastructure policy environments
  • Project management certifications (e.g. PMP, PgMP) highly regarded
